METHODS OF FOCUSING CRIMINOLOGICAL RESEARCH ON PARTICULAR GOALS ARE OUTLINED TO HELP COMBAT THE EXPECTED HIGH CRIME RATES BETWEEN 1980 AND 1985.
Abstract
CRIME PROBLEMS ARE GREATEST AMONG 17-YEAR-OLD MALES, LARGELY AS A RESULT OF URBAN GROWTH AND THE GREAT STRAIN ON THE SOCIAL INFRASTRUCTURE, AND BECAUSE OF THE INCREASE IN THE NUMBER OF VEHICLES WHICH ARE THE MOST COMMON OBJECT OF THEFT FOR THIS AGE GROUP. WHETHER SEPARATE CRIMES ARE INDIVIDUAL ACTS OF DELINQUENCY OR PART OF AN ORGANIZED CRIME SYSTEM SHOULD BE KNOWN TO AID IN PREVENTION. STRATEGIES FOR PREVENTION CAN BE DESIGNED BY ACCELERATION OF RESEARCH INTO FACTORS RELATED TO CRIME ORIGINS: PHENOMENOLOGY (GENERAL DETAILS OF OFFENSE, TIME, PLACE, VICTIM, COURSE, MEANS, OFFENDER), CONTEXT OF CRIME DEVELOPMENT (NORMS, INDIVIDUALS, SITUATION, SOCIETY), AND INVESTIGATION OR PROTECTION (INTERPRETATION OF MATERIALS, MANAGEMENT, SUPPORTING MEASURES, CRIMINAL POLICE). TO PROTECT AGAINST COMMUNITY CRIME, ASPECTS OF THE OPPORUNITIES FOR OFFENSES (E.G. RESIDENCE CRIME, LOCATION RELATIONSHIP, ACCESSIBILITY OF OFFENDERS SHOULD BE CONSIDERED. CRIMINAL POLICY MUST BE DIRECTED TO THE LEVEL OF COMMUNITY RESPONSIBILITY (E.G., SCHOOLS, SPORTS, RESIDENTIAL PLANNING); TO THIS END MODELS SHOULD BE DEVELOPED FOR REGIONAL ANALYSIS OF DARK FIGURES AND QUESTIONING OF VICTIMS. PREVENTIVE COMMUNITY MEASURES DEVELOPED ON THE BASIS OF RESEARCH COULD INCLUDE PROSOCIAL ORIENTATION, REDIRECTING YOUNG MALES' EFFORTS THROUGH WORK AND EDUCATION, AND SOCIAL INTEGRATION THROUGH STRUCTURED ACTIVITIES SUCH AS SPORTS AND YOUTH ORGANIZATIONS. STRUCTURAL CHANGES OR RESTRICTIONS ON INDIVIDUAL OR TEAM FREEDOM IN SELECTION OF PROJECTS ARE NOT REQUIRED IF PROPOSALS ARE PRECISELY PRESENTED AND RESULTS CONCISELY SUMMARIZED SO THAT THE RESEARCH GOALS CAN BE COORDINATED. ADEQUATE FUNDS MUST BE SUPPLIED FOR SUCH RESEARCH GOALS. --IN GERMAN (KMD)
