THE PRIVATE SECURITY INDUSTRY IN AUSTRALIA AND ITS PREVENTIVE FUNCTION AND DETECTION CAPABILITY ARE ADDRESSED.
Abstract
THE INDUSTRY HAS RESPONSIBILITIES TO CLIENTS, EMPLOYEES, SHAREHOLDERS, INSURERS, AND THE COMMUNITY IN GENERAL. THESE RESPONSIBILITIES INCLUDE RECRUITMENT, TRAINING OF STAFF AT ALL LEVELS, CONTINUAL REVIEW AND UPGRADING OF EQUIPMENT AND PROCEDURES, MAINTAINING AN ACCEPTABLE AND SAFE WORKING ENVIRONMENT, MAINTAINING SERVICE STANDARDS, AND MAINTAINING AN ACCEPTABLE IMAGE. MOST MAJOR BUSINESSES AND INDUSTRIAL ORGANIZATIONS IN AUSTRALIA, AS WELL AS GOVERNMENTAL AGENCIES, USE A PROFESSIONAL AGENCY FOR HANDLING THEIR PAYROLLS. ALARM CONTAINERS WITH SMOKE EMISSION AND STAINING DEVICES FOR USE IN THE CARRYING OF CASH HAVE BEEN INTRODUCED. INDIVIDUAL PERSONAL RADIOS HAVE BEEN SUPPLIED FOR USE BY CREWS OF VEHICLES INVOLVED IN THE TRANSFER OF MONEY. OTHER IMPROVEMENTS INVOLVE THE REFINEMENT OF SECURITY FITTINGS AND ALARM SYSTEMS AND LOCKING DEVICES AT PREMISES, THE USE OF ADDITIONAL SHADOW OR SUPPORT VEHICLES AND STAFF, AND ADDITIONAL SECURITY SUPERVISORY STAFF. THE FOCUS OF ARMORED CAR OPERATIONS IS INSURANCE COVERAGE. PRIVATE SECURITY AGENCIES CAN USE THEIR INFLUENCE TO ADVISE AND AND INSTRUCT CLIENTS AND THE GENERAL PUBLIC, SUPPORT THE POLICE, AND EXPRESS CONCERN ON SIGNIFICANT ISSUES (LACK OF POLICE FINANCE AND MANPOWER, ATTITUDES OF THE JUDICIARY, ATTITUDES AND ACTIONS OF THE LEGAL OCCUPATION, ATTITUDES OF SOFT SOCIAL SERVICE LEGISLATION AND ADMINISTRATION AFFECTING VIOLENT CRIME, GOVERNMENT POLICIES OR LACK OF POLICIES, PREVENTION, DETECTION, PUNISHMENT, AND LAW ENFORCEMENT). RESOURCES AVAILABLE TO THE PRIVATE SECURITY INDUSTRY IN ARMED ROBBERY PREVENTION AND THE ROLE OF THE MEDIA IN CRIME PREVENTION ARE CONSIDERED. (DEP)
