THESE ARKANSAS CRIMINAL JUSTICE STANDARDS AND GOALS EVOLVED IN A 1-YEAR PROJECT TO REVIEW, SELECT, AND ADD TO THOSE SET BY THE NATIONAL ADVISORY COMMISSION ON CRIMINAL JUSTICE STANDARDS AND GOALS.
Abstract
THIS WORKBOOK WAS COMPILED FROM THE RESEARCH AND FINDINGS OF THE FIVE TASK FORCES APPOINTED TO DEFINE ARKANSAS' CRIMINAL JUSTICE PROBLEMS, SET PRIORITIES, AND RECOMMEND PROPOSED OBJECTIVES. THESE STANDARDS, GOALS, AND PRIORITIES WHICH SHOULD AID STATE, COUNTY, AND CITY PLANNING OFFICERS IN BUDGETING AND RESOURCE ALLOCATION, PERTAIN TO JUVENILE JUSTICE, CRIME PREVENTION, LAW ENFORCEMENT, COURTS, AND CORRECTIONS. STANDARDS FOR JUVENILE JUSTICE INCLUDE EXPANSION OF JOB OPPORTUNITIES FOR YOUTH, ESTABLISHMENT OF COUNSELING SERVICES IN ALL SCHOOLS, AND LEGISLATION REQUIRING PARENTS BE MADE CIVILLY LIABLE FOR UNLAWFUL ACTS OF THEIR MINOR CHILDREN. CRIME PREVENTION STANDARDS COVER SUCH AREAS AS PHYSICAL CRIME PREVENTION THROUGH STREET LIGHTING AND ENVIRONMENTAL CRIME PREVENTION IN SCHOOLS--MAINTAINING A SETTING OF JUSTICE AND DEMOCRACY FOR STUDENTS TO EMULATE. THE TASK FORCES SUGGESTS THAT ALL AGENCIES INSURE THEIR OPERATIONAL EFFECTIVENESS IN DEALING WITH OTHER ELEMENTS OF THE CRIMINAL JUSTICE SYSTEM, AND AGENCIES LACKING A SUFFICIENT NUMBER OF COLLEGE-EDUCATED OFFICERS IMPLEMENT SPECIALIZED RECRUITMENT PROGRAMS TO FILL THIS NEED. STANDARDS FOR COURTS LARGELY DEAL WITH THE NEED FOR AN IMPROVED CASE MANAGEMENT SYSTEM TO INSURE SPEEDY TRIALS AND CORRECTIONS STANDARDS COVER SUCH ASPECTS AS PLANNING AND ORGANIZATION, EVALUATING PRESENT SYSTEMS, STAFFING, AND INFORMATION SYSTEMS.
