STANDARDS AND GOALS FOR CORRECTIONS ARE PRESENTED BY THE ARIZONA STATE JUSTICE PLANNING AGENCY (ASJPA).
Abstract
A COMMITTEE WAS FORMED TO EVALUATE THE NATIONAL ADVISORY COMMISSION ON CRIMINAL JUSTICE STANDARDS AND GOALS' PUBLICATION ENTITLED 'CORRECTIONS.' THE NATIONAL ADVISORY COMMISSION'S STANDARDS WERE REVIEWED TO DETERMINE IF THEY WERE APPROPRIATE FOR ARIZONA. ACCEPTABLE STANDARDS WERE ADOPTED BY THE COMMITTEE. THOSE THAT WERE OBJECTIONABLE WERE EITHER MODIFIED OR REJECTED. FOLLOWING THIS PRELIMINARY REVIEW PROCESS, DRAFTS OF THE COMMITTEE'S FINDINGS WERE DISTRIBUTED THROUGHOUT THE STATE. INPUT WAS OBTAINED THROUGH A SERIES OF TWO MEETINGS IN EACH OF ARIZONA'S SIX PLANNING REGIONS. THE FIRST SET OF MEETINGS DISSEMINATED GENERAL INFORMATION ON THE AIMS AND PURPOSE OF THE STANDARDS AND GOALS; I.E., FOR FUTURE PLANNING AND LEAA FUNDING. THE SECOND SERIES OF MEETINGS GAVE PRESENTATIONS DIRECTED AT THE REGIONAL CRIMINAL JUSTICE ADVISORY COMMITTEES, INTERESTED ELECTED OFFICIALS, AND THE GENERAL PUBLIC. COMMENTS WERE SUBMITTED TO THE ASJPA GOVERNING BOARD, AND FINAL APPROVAL OF THE PROGRAM WAS GRANTED IN SEPTEMBER 1976. STANDARDS AND GOALS WERE ORGANIZED INTO THREE CATAGORIES: (1) SETTING OF CORRECTIONS (I.E., RIGHTS OF OFFENDERS, DIVERSION, PRETRIAL RELEASE AND DETENTION, SENTENCING, AND CLASSIFICATION OF OFFENDERS); (2) CORRECTIONAL PROGRAMS (I.E., CORRECTIONS AND THE COMMUNITY, JUVENILE INTAKE AND DETENTION, LOCAL ADULT INSTITUTIONS, PROBATION, MAJOR INSTITUTIONS, AND PAROLE); AND (3) CROSS-SECTION OF CORRECTIONS (I.E., ORGANIZATION AND ADMINISTRATION, MANPOWER, RESEARCH AND DEVELOPMENT, AND STATUTORY FRAMEWORK).
