THE STANDARDS AND GOALS PRESENTED IN THIS REPORT COVER POLICE ROLE AND OPERATIONS, COURTS, ADULT AND JUVENILE CORRECTIONS, COMMUNITY CRIME PREVENTION, AND CRIMINAL JUSTICE ON INDIAN RESERVATIONS.
Abstract
THE STATE CRIMINAL JUSTICE COMMISSION CONTRACTED WITH THE CRIMINAL JUSTICE STUDIES PROGRAM OF THE UNIVERSITY OF SOUTH DAKOTA TO DEVELOP STANDARDS AND GOALS FOR SOUTH DAKOTA. THIS REPORT IS THE WORK OF 120 CITIZENS--CRIMINAL JUSTICE PROFESSIONALS, ELECTED OFFICIALS, AND LAY CITIZENS--SERVING ON SIX TASK FORCES. THESE STANDARDS AND GOALS COVER THE ROLE OF EACH BRANCH OF THE CRIMINAL JUSTICE SYSTEM, SPECIFY PROCEDURES TO IMPROVE THE HANDLING OF CRIMINAL OFFENDERS WHILE SAFEGUARDING THE RIGHTS OF VICTIMS AND OFFENDERS, MANDATE GOOD ADMINISTRATIVE AND TRAINING PROCEDURES, AND ALSO THE RELATIONSHIPS BETWEEN COMMUNITIES AND CRIMINAL JUSTICE AGENCIES. MANY OF THE STANDARDS DEAL WITH THE IMPORTANCE OF UNDERSTANDING AND DEALING WITH MINORITY GROUPS. THE LARGEST SECTION EXAMINES THE PECULIAR PROBLEMS PRESENTED BY THE STATE'S EXTENSIVE NUMBER OF INDIAN RESERVATIONS. THIS SECTION, 93 PAGES LONG, ADDRESSES THE PROBLEMS OF COORDINATION WITH THE BUREAU OF INDIAN AFFAIRS AND TRIBAL POLICE, SETS STANDARDS, SALARIES, AND WORKING CONDITIONS FOR TRIBAL POLICE, AND SETS STANDARDS FOR BOTH ADULT AND JUVENILE COURTS ON THE RESERVATIONS. PROCEDURES FOR APPEALS BETWEEN STATE COURTS AND TRIBAL COURTS ARE RECOMMENDED. THE PROBLEM OF CORRECTIONAL INSTITUTIONS IN THE RESERVATIONS AND STATE CORRECTIONAL FACILITIES ARE ALSO ADDRESSED. AN APPENDIX PRESENTS STANDARDS FOR CRIMINAL JUSTICE PLANNING. A BIBLIOGRAPHY IS INCLUDED AS IS AN INDEX OF COURT CASES CITED. (GLR)
