THIS REPORT CONTAINS MAJOR FINDINGS OF AN ARIZONA JAIL SURVEY CONDUCTED IN SEPTEMBER 1978 BY THE STATISTICAL ANALYSIS CENTER OF THE ARIZONA STATE JUSTICE PLANNING AGENCY.
Abstract
A JAIL IS DEFINED AS AN AREA OF CONFINEMENT INTENDED FOR ADULTS THAT IS UNDER THE CONTROL OF A COUNTY SHERIFF OR CITY POLICE CHIEF. JUVENILE DETENTION CENTERS AND JAILS LOCATED ON MILITARY BASES, INDIAN RESERVATIONS, AND NATIONAL PARKS ARE NOT INCLUDED IN THIS SURVEY. THE FIVE REPORT SECTIONS PROVIDE DATA ON JAIL FACILITIES (I.E., THE CUSTODY OF A PERSON RESPONSIBLE FOR THE CHILD'S (I.E., THEIR DEMOGRAPHIC AND GEOGRAPHIC CHARACTERISTICS, LEGAL STATUS, AND CUSTODY), JAIL EMPLOYEES (I.E., STAFFING, RATIO OF INMATES TO EMPLOYEES), BOOKING INFORMATION COLLECTED FROM EACH JAIL AT THE END OF THE 1977 CALENDAR YEAR, AND A LISTING OF JAIL FACILITIES AND INMATE DATA BY COUNTY. EACH OF ARIZONA'S 14 COUNTIES MAINTAINS AT LEAST ONE JAIL IN ITS COUNTY SEAT, AND 8 COUNTIES ALSO MAINTAIN SUBSTATION JAILS IN OUTLYING COMMUNITIES. MANY CITIES AND TOWNS HAVE JAILS, ALTHOUGH THE NUMBER OF MUNICIPAL JAILS HAS DECREASED. THE STATE HAS 25 CITY JAILS, 14 COUNTY JAILS, 3 COUNTY JAIL ANNEXES, AND 24 SUBSTATION JAILS. LOCAL JAILS ARE THE INTAKE POINT OF THE STATE CRIMINAL JUSTICE SYSTEM. THEY CONFINED 2,503 INMATES ON SEPTEMBER 30, 1978. JAILS IN THE STATE EMPLOY 742 PERSONS, MOST OF WHOM ARE JAIL OFFICERS. NEARLY 100,000 PRISONERS WERE BOOKED INTO JAILS IN THE STATE DURING 1977. A MAP DELINEATING ARIZONA'S COUNTIES IS INCLUDED. (DEP)
