TECHNIQUES OF JUVENILE CRIME PREVENTION IN WEST GERMANY IN THE MICROSOCIAL, INSTITUTIONAL, AND MACROSOCIAL PLANNING LEVELS ARE CONSIDERED IN THE DEVELOPMENT OF A UNIVERSITY CURRICULUM IN SOCIAL SCIENCES.
Abstract
CRIME PREVENTION STRATEGIES ARE PRIMARY (DIRECTED AT YOUNG INDIVIDUALS IN GENERAL), SECONDARY (AIMED AT PARTICULAR AT-RISK GROUPS), AND TERTIARY (DESIGNED TO PREVENT FURTHER CRIMINAL ACTIVITIES BY YOUNG OFFENDERS ALREADY LAUNCHED ON CRIMINAL CAREERS). NEW MODELS FOR JUVENILE CRIME PREVENTION DISPLAY VARIOUS ADVANTAGES AND DISADVANTAGES. COUNSELING SERVICES FOR SPECIAL PROBLEMS (E.G., DRUG ABUSE, FAMILY DIFFICULTIES) UNFORTUNATELY CAN BE USED ONLY WHEN DAMAGE HAS ALREADY OCCURRED AND REQUIRE EQUAL, MATURE STATUS FOR BOTH DISCUSSION PARTNERS, BUT ARE AN EFFECTIVE, ANONYMOUS, AND NEUTRAL RECOURSE FOR YOUNG INDICIDUALS IF FOLLOWUP TREATMENT IS UNDERTAKEN. SPECIAL SHORT-TERM COURSES IN SOCIAL EDUCATION FOR JUVENILES CONVICTED OF MINOR CRIMES PERMIT FURTHER COUNSELING BUT HAVE MET WITH RETICENCE FROM YOUTHS WHO RESENT ANY ADULT GUIDANCE. PREVENTIVE TREATMENT PROGRAMS IN THE COMMUNITY ALLOW EFFECTIVE GENERAL PREVENTION MEASURES TO BE EMPLOYED AGAINST JUVENILE CRIME WITHOUT STIGMATIZING INDIVIDUALS, AND HELP TO BUILD COMMUNITY AWARENESS. GENERAL COURSES IN SCHOOL RELATING TO THE LEGAL SYSTEM ARE BEING DEVELOPED TO MAKE YOUNG PEOPLE SENSITIVE TO JUSTICE AND TO INTERPERSONAL CONFLICTS IN THE FAMILY AND SCHOOL, THUS SERVING AS A GENERAL PREVENTIVE MEASURE. NEW APPROACHES TO PREVENTION MUST CONSIDER CURRENT SOCIAL AND ECONOMIC CONDITIONS AS WELL AS KNOWLEDGE GAINED FROM EARLIER STUDIES OF ETHICAL SYSTEMS TO ESTABLISH AN EFFECTIVE SYSTEM OF SOCIAL PEDAGOGY. --IN GERMAN.
