INTERNATIONAL TERRORISM AND ITS MANIFESTATIONS ARE DESCRIBED, ALONG WITH THE JURIDICAL EFFORTS THAT HAVE BEEN INITIATED TO PREVENT AND REPRESS SUCH ACTS.
Abstract
TERRORISM HAS TAKEN MANY FORMS AND NOURISHED AS MANY MOTIVES: BANDS OF MALEFACTORS WITH SELFISH MOTIVES, POLITICAL IDEALISTS ORGANIZED SYSTEMATICALLY; PERSONS INTOXICATED WITH INTERNATIONAL OR REVOLUTIONARY FERVOR, AND GOVERNMENTS USING TERRORIST MEASURES AGAINST CERTAIN CLASSES OF THE POPULATION IN PERIODS OF OCCUPATION OR REPRESSION. TERRORISM IS MANIFESTED THROUGH VIOLENT PHYSICAL ACTS (FIRE, EXPLOSION, DESTRUCTION, THEFT), VIOLENCE AGAINST PERSONS (DEPRIVATION OF LIBERTY, MURDER, TAKING OF HOSTAGES), OR THROUGH THE THREAT OF BACTERIOLOGICAL WARFARE OR NUCLEAR DESTRUCTION. LITERATURE ON INTERNATIONAL TERRORISM IS LISTED, AND INTERNATIONAL CONVENTIONS AND ORGANIZATIONS THAT HAVE BEEN ESTABLISHED TO ADOPT MORE STRINGENT ANTITERRORIST MEASURES ARE EXAMINED: THE VARSOVIAN CONVENTION; THE ACTIVITIES OF THE UNITED NATIONS, PARTICULARLY IN THE DEVELOPMENT OF A CODE FOR CRIMES AGAINST PEACE AND THE SECURITY OF PERSONS; AND ACTIONS THAT HAVE BEEN TAKEN BY THE ORGANIZATION OF AMERICAN STATES, THE COUNCIL OF EUROPE, THE EUROPEAN ECONOMIC COMMUNITY, AND PRIVATE ORGANIZATIONS SUCH AS THE INTERNATIONAL RED CROSS. TEXTS OF OTHER RESOLUTIONS RANGE FROM THOSE FOCUSING ON REGIONAL DIFFICULTIES TO THOSE RESPONDING TO INTERNATIONAL INCIDENTS, FROM GENERAL HUMAN RIGHTS ISSUES TO UNITED NATIONS RESOLUTIONS REGARDING THE INVOLVEMENT OF ONE NATION IN THE BUSINESS OF ANOTHER. ADDITIONAL RESOLUTIONS DEAL WITH EXTRADITION, LEGISLATIVE COMPETENCE, SUGGESTED PENALTIES FOR SPECIFIC INFRACTIONS TO BE INTERPRETED INDIVIDUALLY BY NATIONS, AND THE EXECUTION OF SUCH PENALTIES. FURTHER PREVENTATIVE ACTIONS OF INTERNATIONAL CONCERN ARE SUGGESTIONS THAT DEAL WITH POLITICAL CRIMINALS, DIPLOMACY, TECHNICAL PROBLEMS OF TERRORIST DETENTION AND PROSECUTION, AND THE ROLE OF THE MASS MEDIA.
