  Annotation: This report sets out the findings and recommendation of the National Task Force on Increasing the Utility of the Criminal History Record.
  Abstract: The task force was convened by the Bureau of Justice Statistics and Search Group Incorporated, to develop recommendations concerning the content of criminal history records that are exchanged among the States and to recommend a standard format for such records. The task force met over a 2 year period to discuss the utility of existing criminal history records, examine the data elements that currently appear on rap sheets, prepare a set of findings, and develop a common rap sheet for use among the States. The content and format of such records are of increasing importance, given the growing use of rap sheets in firearms presale checks and a wide range of pre-employment decisions.
