  Annotation: This report describes inmates in Federal and State prisons and local jails as of midyear 1998.
Abstract: Between July 1, 1997 and June 30, 1998, the Nation's prison population grew 4.8 percent, less than the average annual increase of 6.9 percent since 1990. North Dakota recorded the largest percent increase in prison population since midyear 1997, followed by Montana and Hawaii. The District of Columbia, Idaho, Wyoming and Massachusetts were the only jurisdictions to record declines. At midyear 1998 approximately 452 per 100,000 US residents were incarcerated in a State or Federal prison, up from 303 per 100,000 residents in 1990. At the same time, 219 of every 100,000 residents were held in local jails, up from 163 per 100,000 in 1990. An estimated 592,462 persons were held in local jails, up from 567,079 at midyear 1997. Since midyear 1997 the number of inmates held in jail increased 4.5 percent, less than half the rate experienced 12 months earlier and slightly less than the average annual rate since 1990.
