  Annotation: This report provides a national estimate of handgun purchase applications, number rejected and reasons for rejection during the interim period before the permanent provisions of the Brady Handgun Violence Prevention Act went into effect.
Abstract: During the 57-month interim period, the Brady Act required federally licensed firearm dealers (FFLs) to request a presale background check of potential handgun purchasers. These requests were made to the Chief Law Enforcement Officer (CLEO) of the jurisdiction in which the FFL operated. The 12.7 million background checks resulted in approximately 312,000 rejections (2.4 percent). Two-thirds were rejected because the applicant had been convicted of a felony or was under a felony indictment at the time the application was processed. The interim provisions of the Brady Act allowed States with prohibitory statutes comparable to Federal law to follow a variety of alternative procedures, generally an "instant check" or a "permit or other approval-type" system as designated by the Bureau of Alcohol Tobacco Firearms.
