  Annotation: This packet provides materials intended to provide guidance for the commemoration of the 20th anniversary of the National Crime Victims' Rights Week under the theme of "Victims' Rights: Dare to Dream."
Abstract: The theme is designed to convey the power and essence of the common dream of the victims' rights movement over the last three decades, i.e., that crime victims have access to the legal rights and services to which they are entitled. This theme is reflected in all the components of this Resource Guide, which is intended to be used throughout the year in public education and community outreach efforts. Components of the Guide include public education and community awareness materials; information about electronic resources available from the National Criminal Justice Reference Service; a comprehensive Web site listing; resources for the news media to help promote Crime Victims Rights Week; statistical overviews that address 17 topics relevant to crime and victimization; a listing of toll-free information and referral numbers for victim assistance; and camera-ready artwork for posters, bookmarks, buttons, cover/title page for Victims' Rights Week material, and a letterhead. The "Twenty Tips for Community Outreach" are designed to highlight the theme. Many of the concepts presented have been successfully sponsored in past years by State and local victim service organizations and coalitions. The introduction to the "Twenty Tips" advises that the ultimate key to success is to involve as many individuals and organizations as possible in planning and implementing Crime Victims' Rights Week activities.
