Abstract: The Problem-Specific Guides from the Office of Community Oriented Policing, U.S. Department of Justice, summarize knowledge about how police can reduce the harm caused by specific crime and disorder problems. The guides are written for officers of any rank or assignment who must address the specific problem the guides cover. This guide addresses the problem of illicit sexual activity in public places. It begins by describing the problem of illicit public sexual activity and the factors that contribute to it. The guide then presents a series of questions to help officers analyze the problem in their communities. Questions are asked about the various groups that are affected by illicit public sexual activity, such as community members, victims, and participants, and questions about transactions for this activity, locations/times that illicit public sexual activity takes place, and current responses to the problem. Finally, the guide reviews response strategies for addressing the problem of illicit public sexual activity in local communities. These strategies are drawn from research studies and police reports. A summary of these responses is presented in the appendix. References, list of recommended readings, listing of other Problem-Oriented Guides for Police
