  Annotation: This Report to Congress describes the funding, technical assistance, and resources that the Bureau of Justice Assistance (BJA), a component of the U.S. Justice Department's Office of Justice Programs, provided to local, State, and tribal governments in fiscal year 2004 in order to help them reduce and prevent crime.
Abstract: In fiscal year 2004, BJA provided support services to all 50 States, the District of Columbia, and the 5 U.S. territories. In addition, thousands of local governments, organizations, institutions, and community groups received BJA funding and technical assistance. Through the Edward Byrne Memorial State and Local Law Enforcement Assistance Program, BJA administered $500 million in formula grants and approximately $160 million in discretionary grant. BJA also administered $300 million in State Criminal Alien Assistance Program grants; $110 million for the Local Law Enforcement Block Grant Program; and $25 million for the Bulletproof Vest Partnership Program. In addition to grant monies, BJA continued to develop and provide services and products based on the identified public safety needs of the jurisdictions served. Information on BJA's fiscal year 2004 programs is presented under the following topics: crime prevention, law enforcement, counterterrorism, adjudication, substance abuse, community and institutional corrections, and information sharing. The appendixes provide information on BJA's legislatively mandated programs and services, awards to States and U.S. territories, and publications. 6 tables
