Annotation: This document is the Bureau of Justice Assistance’s FY 2009 Annual Report to Congress.
Abstract: This Annual Report to Congress presents information on the work of the Bureau of Justice Assistance (BJA) for FY 2009. In FY 2009, BJA’s priorities included: supporting State and local law enforcement’s efforts in fighting terrorism; improving State and local law enforcement’s efforts to prevent violent crime; ensuring fairness and access to justice for the country’s indigent; addressing economic and financial crime; supporting smart and effective approaches to offender reentry and justice reinvestment; and improving information sharing among all levels of law enforcement. During FY 2009, BJA administered programs through funding provided by the Recovery Act, Edward Byrne Memorial Justice Assistance Grants, the Gang Resistance Education and Training Program, the Second Chance Act, the Statewide Automated Victim Information and Notification Program, the Smart Policing Initiative, and Justice Information Sharing Initiatives. This report includes a message from the Director of BJA, an overview of the work performed by BJA in FY 2009, and 12 chapters that present information on BJA’s FY 2009 Programs: 1) American Recovery and Reinvestment Act of 2009; 2) Preventing Crime and Empowering Communities; 3) Breaking the Cycles of Mental Illness, Substance Abuse, and Crime; 4) Managing Offenders; 5) Protecting and Supporting Victims of Crime; 6) Enhancing Law Enforcement Initiatives; 7) Supporting Innovation in Adjudication; 8) Countering Terrorism and Planning for Emergencies; 9) Addressing Crime and Justice for American Indians and Alaska Natives; 10) Advancing Information Sharing and Technology To Fight Crime; 11) Honoring America’s Public Safety Officers; and 12) Building Capacity.
