  Annotation: This report presents data on sexual victimization rates for adult correctional facilities from 2007-2008 as mandated by the Prison Rape Elimination Act of 2003.
  Abstract: Highlights from the data include: in 2008, 7,444 allegations of sexual victimization were reported by correctional administrators, compared to 7,374 allegations in 2007; the increase in allegations of sexual victimization from 2005 to 2008 occurred primarily in prisons; in 2008, 13 percent of allegations were substantiated; among State prisons, substantiated reports increased by 28 percent between 2005 and 2008; about 54 percent of substantiated incidents of sexual victimization involved only inmates, while 46 percent of substantiated incidents involved staff with inmates; female inmates were disproportionately victimized by both other inmates and staff in Federal and State prisons, as well as local jails; inmate-on-inmate sexual victimizations committed by two or more perpetrators accounted for 12 percent of substantiated assaults; and injuries were reported in about 18 percent of incidents of inmate-on-inmate sexual victimization. This report presents 2007 and 2008 data collected from the Survey of Sexual Violence as part of the mandates of the Prison Rape Elimination Act of 2003. Data are collected official prison records on incidents of inmate-on-inmate and staff-on-inmate sexual victimization. Appendix tables include counts of sexual victimization, by type, for the Federal Bureau of Prisons, all State systems, and surveyed jail jurisdictions. Tables and appendix
