  Annotation: This report presents 2008 statistics on the number, hiring, and retention of State and local law enforcement officers in approximately 16,000 agencies, including local police departments, sheriffs’ offices, and the 50 primary State agencies.
  Abstract: These agencies employed approximately 705,000 full-time sworn personnel in 2008. From 1992 to 2008, the number of sworn personnel employed by general-purpose agencies increased by approximately 141,000 (25-percent increase). The 1.6-percent average annual growth rate for the number of officers exceeded that of the U.S. population (1.2 percent). Sheriffs’ offices had a higher growth rate over the 16-year period than local police departments (23 percent, 1.4 percent) of State agencies (15 percent, 0.9 percent). The agencies hired approximately 61,000 officers in 2008, but lost approximately 51,000 through resignations, retirements, and other types of separation, producing a net gain of approximately 10,000 officers. Most agencies used specific strategies and policies designed to help them meet the challenges of recruiting, hiring, and retaining qualified sworn personnel. In order to better understand these efforts, a special survey was administered to a nationally representative sample of approximately 3,000 general-purpose agencies as part of the 2008 Bureau of Justice Statistics (BJS) Census of State and Local Law Enforcement Agencies. The data on officer separations address the types of separation, mandatory retirement policies, and military reservists called to active duty. Data on the recruitment of officers focuses on recruitment methods, recruitment incentives, and targeted recruitment efforts. Data on the selection of officers cover the criteria used in screening recruits, the basic training for recruits, and the percentage of post-academy recruits who did not successfully complete the probationary period.
