INSTRUCTOR GUIDELINES

Key Concepts/Objectives to Emphasize in Instruction and Learning Activities:

1. Primary compensable costs covered by victim compensation. (5.3-4 to 5.3-
5)
2. Basic eligibility requirements and application procedures for compensation.
(5.3-5 to 5.3-8)
3. Key roles that victim service providers and law enforcement officials have in
providing victims with compensation information and assistance. (5.3-8 to 5.3-
9)
4. Four promising practices relevant to victim compensation. (5.3-11- 12)

Objectives:

1. Identify strengths and weaknesses of victim compensation programs in
various states represented by the student body.
2. Compare specific differences among various states in victim compensation
coverage, eligibility requirements, and application procedures.
3. Identify students' recommendations for positive change for victim
compensation programs.

Description of Activity and Faculty Guidelines:

The instructor divides students into groups of ten. Utilizing the student
worksheet, each group will discuss:

o The "two greatest strengths and weaknesses" of victim compensation
programs.
o "Three specific differences" among compensation programs.
o "One recommendation" for improvement.

The instructor will ask each group to report its "one recommendation for
improvement" to the full group, and write the recommendation on a tear sheet.
The site coordinator will document the list of recommendations and e-mail them
to Morna Murray at VALOR for submission to the U.S. Department of Justice,
Office for Victims of Crime for agency review.
