Awards and interagency agreements for technology research development to aid criminal justice are included in this list, as are projects related to information dissemination and technical support. NIJ Research and Evaluation in 1996. The mission of the Institute remains the same today as when it was founded almost 30 years ago: As the research arm of the U.S. Department of Justice, NIJ conducts basic and applied research in the causes and prevention of crime, sponsors research and demonstrations designed to improve law enforcement and the administration of justice, develops new technologies to deter crime and enhance criminal justice operations, and collects criminal justice information that is disseminated worldwide. But because patterns of crime today are different from what they were in 1968, the criminal justice response is different. Research that can aid in understanding criminal behavior and enhance the response not only needs to "keep up with" and track these changing trends but it also needs to lead the way in finding new approaches to understanding, controlling, and preventing crime, and it needs to do so using the most advanced methods available to the social sciences and the "hard" sciences. The awards in fiscal year 1996 illustrate this evolution. Thus, for example, the "Breaking the Cycle" demonstration project will test whether it is feasible to sever the link between drugs and crime that research has identified, through an innovative approach combining treatment and sanctions. In another area, NIJ has taken advantage of new tools of analysis to support research in mapping crime by computer. In still another, the possibility of adopting technologies in other fields for use in criminal justice has created a host of opportunities, among them creation of the NIJ-NASA-National Technology Transfer Center partnership to identify areas for transfer. The 1994 Crime Act. In 1996, the Violent Crime Control and Law Enforcement Act of 1994 (the Crime Act) continued to have a major impact on the direction and volume of NIJ research. Awards made under the Crime Act constituted a substantial part of NIJ's research portfolio for 1996: Crime Act awards made with 1996 funds represented more than half of all NIJ awards and more than half the Institute's spending for that fiscal year. Drug Use Forecasting Program The Drug Use Forecasting (DUF) program sites perform drug tests on arrestees brought to booking facilities.
