In talking with you we have learned the value as a planning tool of last year's discretionary report. The FY 1997 edition will cover the same ground in describing the awards, grantees, amounts, and contact persons. As a guide to funding and descriptions of innovative programs, I am sure it will be helpful as you plan your own strategies and initiatives for this year. As background, these discretionary awards are made possible through an appropriation from Congress to the Edward Byrne Memorial State and Local Assistance Program. The Bureau of Justice Assistance (BJA) administers the funds and is the grant maker and monitor of the awards. Falling into two categories--formula and discretionary--the majority of the funds are awarded to State governments on the basis of population. The second category falls within the discretion of the Director to award funds for innovative crime- and drug-reduction programs directly to the applicants from both the public and private sectors. Some awards are earmarked by Congress to continue important national programs such as the Boys and Girls Clubs of America and the "Take a Bite Out of Crime" McGruff Campaign from the National Crime Prevention Council. Other discretionary awards are made to State and local agencies to test innovative programs. To foster this response from urban and rural communities, BJA was proud to announce its first Open Solicitation Call for Concept Papers program. More than 1,700 concept papers were received from large and small constituencies covering innovative ways to handle issues in law enforcement, adjudication, rural community crime, and special challenges in the Native American and Alaskan Native tribal communities. Awards of $50,000 to $150,000 were made to 37 finalists after an extensive peer panel review process. Learning what was important to all of these communities, many of which were rural and tribal, was a giant step in reaching out to all Americans interested in arresting crime and reducing illegal drug use. The Open Solicitation program will be offered again during FY 1998. Building partnerships, coordinating resources, developing performance measures, and comprehensive planning are the stepping stones to developing successful programs.
