All references to the "2.5% unknown suspect casework match" will now be "1% unknown suspect casework match". To further clarify, all references to "2.5%" will now be "1%" throughout the entire solicitation to allow states with large convicted offender backlogs to analyze more convicted offender samples without overburdening their capacity for forensic casework. Changes should be noted on the following pages: page 2 column 2, page 4 column 1, page 6 column 1 item 15, page 7 column 1, and Appendix E State Match Assurances #1. 2. Regarding sample eligibility, all references to "exclusion of samples previously analyzed with STR technology" will now be "exclusion of samples previously analyzed for STRs other than CTT." This change allows collected convicted offender DNA samples previously analyzed with CTT to be eligible for funding. The only samples that are excluded from funding under this solicitation are samples previously tested with STR technology other than CTT (CSF1PO, TPOX, & THO1) or those samples collected from convicted offenders after March 31, 2000. Changes should be noted on the following pages: page 1 column 1, page 2 column 1, page 6 column 1 item 15, and page 9 column 2. As a result of this change, the Convicted Offender Table will also be modified. All references to "STR Technology" in the Convicted Offender Table will be changed to "STR Technology other than CTT." These changes should be made at the following locations: page 7 column 2 table 1 column 3, page 8 column 1 table 1 column 7, page 8 column 2 table 1 column 11. 3. Amelogenin is preferred but not required under this solicitation. Page 3 column 2 number 7 and Appendix E Program Assurances #7 will now read: "The State shall require that the laboratory selected analyze the State's convicted offender samples for all of the 13 CODIS core loci - FGA, vWA, D3S1358, CSF1PO, TPOX, THO1, D18S51, D21S11, D8S1179, D7S820, D13S317, D5S818, and D16S539 - in accordance with the Federal Bureau of Investigation's NDIS Standards for Acceptance of DNA Data; (Appendix B). While Amelogenin is not required, its use is preferred. This preference may constitute sufficient justification to award the State's contract to a higher bidding vendor laboratory. The State agrees that the data provided by the vendor laboratory, once the appropriate quality assurance of the samples has been completed, will be expeditiously uploaded into CODIS, their State DNA database, and NDIS". Other Clarifications 1. The Statutory Assurances document is listed on the web as Appendix K. 2. Clarifications of the Convicted Offender Table are as follows: Entries in Column 3, 7, & 11 should only be representative of samples tested with STR Technology other than CTT or the 13 core loci. Only samples analyzed with the 13 core loci should be listed in Columns 4, 8, & 12. 3. The state match requirement for 1% unknown suspect casework will be based on the number of samples for which NIJ awards funding. 4. If a state laboratory is performing QA in-house, that agency may use funding from the solicitation to assist in the processing of QA samples. The maximum amount of funding that a state laboratory may use from this solicitation can be determined by the following formula, $50.00 X 10% of the number of samples for which funding is awarded by NIJ. 5. On page 5 column 1, a reference is made to filling out a privacy certificate. The privacy certificate is not applicable to this solicitation. This certificate is only applicable to Research and Development solicitations. If this certification has already been completed by your agency, NIJ will remove it from the grant file and insert a memo stating this form is not applicable to this particular solicitation. 6. The only applicable section of the Budget Detail Worksheet for this solicitation is the section that addresses Contracts. This section should be completed by listing the number of samples for which your agency is requesting funding multiplied by $50.00/sample.
