A site emergency plan developed by the Michigan State Police Emergency Management Division describes an organization’s policy and procedures for coping with an emergency situation on site. This workbook is intended to help users develop an all-inclusive site emergency plan. It is intended to be used by both small and complex organizations. The workbook focuses on responding and protecting people and property from an imminent or actual emergency situation. The workbook is comprised of two sections. Section one, The Planning Process, describes the planning process and the steps to follow before developing a site emergency plan that include: (1) building the site emergency team; (2) conducting a hazard analysis; (3) performing a capability assessment; and (4) creating a vital records preservation program. In addition, before writing the site emergency plan, it is suggested that the following steps be taken: (1) design a plan format; (2) assign different sections of the plan to be written by the various team members; (3) set date for completion of section drafts; (4) set date to meet with each section author to read, discuss, and revise; and (5) set date for draft revision completion. The final section, Sample Plan, is a sample site emergency plan. The sample plan utilizes the information gathered in the planning process to complete the plan. It is organized by hazard situations, such as fire or explosion, tornado, hazardous materials, or severe winter weather procedures. Upon completion of the plan, a site emergency plan training should be conducted.
