An explanation of the rationale for community service as an alternative to traditional sentences accompanies guidelines for the involvement of nonprofit private and public organizations in the court-administered community service program in Oakland County, Mich.
Abstract
Incarceration produces obedience rather than change or choice and is unnecessary for many offenders. Community service involves offenders in society rather than separating them from it. A 1980 study has shown that community service has a positive effect on offender vocational maturity as well. The Oakland County Court Community Service Program is used for offenders over age 17 who demonstrate willingness to complete its requirements. The program excludes violent and other serious offenders. A community service coordinator interviews offenders, makes the initial contact with the agency, and maintains communication with the agency. Most offenders complete 130 to 150 hours of community service work and work alongside regular agency staff and volunteers. The agency must provide adequate training and supervision, maintain accurate time records, provide the court program with work schedules and a letter of verification and recommendation for each offender, and contact the program regarding any problems.
