This April 1986 report presents the current plans of the Michigan Department of Corrections for future correctional facilities and describes the process for locating those facilities.
Abstract
The proposed plan is in compliance with Public Act 485, which has divided Michigan counties into nine corrections regions, and Public Act 303, which has established a general prison site selection process. The plan first defines the problem by documenting the State's prison overcrowding and associated consequences for prison programs and security classifications. The long-range plan for addressing the problem involves the construction of regional prisons. After describing the regional prison concept, the report discusses the advantages of regional prisons, the projected growth of the State's prison system, and the distribution of regional and nonregional prisons. Plans for facilities in each of the nine correctional regions are outlined. The report also discusses the need for and the location and size of community residential programs. The review of the prison site location and selection process focuses on the mandates of Public Act 303, which require that State, county, and local government units cooperate with schools, universities, and other appropriate organizations to develop and assess sites for correctional facilities.
