The first seven sessions provide a conceptual framework through discussions of the meaning of victimization, the victim's role in the justice system, the legal basis for victims' roles, types of victim assistance and services, action steps that can assist victims, and how to obtain Federal or State grants for State or local initiatives. The next six sessions are combinations of plenary and work sessions on planning and implementing victim services. Participants work in small groups to create a draft of a local agency action plan. The action plan must address how the agency will change its policies and procedures, orient and train employees, establish a new or improved victim response unit, and apply for State or Federal funds. The concluding sessions focus on how a State Sheriffs' Associaton Task Force develops a State action plan. Training methods for the sessions include lectures, videotapes, small group exercises, structured planning processes, and reports by participants and task force members. Appended handout materials.
