This manual guides neighborhood-based organizations in implementing startup (initial 6 to 8 weeks of project) activities under the Violent Juvenile Offender Program, Part II. This national program hopes to prevent and reduce violent juvenile crime by enhancing the ability of neighborhoods to control and supervise the behavior of resident youth.
Abstract
Startup activities addressed pertain to personnel management, resident mobilization, information management, financial management, development of a startup work plan, and reports for the Office of Juvenile Justice and Delinquency Prevention (program sponsor). Personnel management activities include clarifying personnel roles and responsibilities; defining staffing needs; recruiting, screening, and orienting staff; and reviewing the organization's system of personnel management. Startup activities for resident mobilization consist of defining resident mobilization, clarifying the role and composition of the resident mobilization council, establishing the council, and developing a system for neighborhood involvement in project activities. Among the startup activities for information management are preparation for data collection, development of systems for information maintenance and dissemination, and establishment of communication systems. In addition to reviewing the financial management system, startup activities in this area include subcontracting. A directory of participants in the Violent Juvenile Offender Program, Part II is provided.
