Results of the survey indicate that probation activities can be categorized into five major areas: caseload services, service to the courts, interagency and public relations, management and professional activities, and intake services. Probation agencies have a time budget within which these activities must be accomplished. Each of these activities is accomplished within a range of time (a lower and upper limit of time required to accomplish a task). Through proactive planning, specific probation services are justified and funded within the context of a functional budget wherein budget items are performance-related to specific goals and objectives and a time budget (i.e., available professional time within a work month). By using a planned program budgeting system, probation managers can prepare a time budget in which items are drawn up in terms of specific goals and objectives set for each unit and based on standards of performance within the normal range of time it takes to complete a task.
