Judge Powers succinctly reviews four Supreme Court decisions which drastically reduce a State prisoner's access to Federal habeas corpus.
Abstract
This is must reading for any practitioner of criminal law. The author predicts an immediate increase in the summary dismissals of Federal habeas petitions where ineffective assistance of counsel is claimed. The Court's return to a search for 'wronged innocence' is applauded by Judge Powers. (Publisher abstract)
