A multidisciplinary task force conducted hearings throughout California in 1984 to gather information and make recommendations about the treatment, control, and training of adolescent sex offenders.
Abstract
On the basis of written and verbal input, the task force formulated 41 recommendations. Among the recommendations for treatment are development of assessment procedures, counseling services and an intensive treatment program focusing on the offender as a former victim of sex abuse; followup services; and program monitoring; use of minority, bilingual, and female staff; and planned networking among staff. Specialized training is recommended for institutional staff and others (mental health, law enforcement, probation and parole professionals) working with youthful sex offenders. In addition, greater awareness of the plight of victims and increased victim services are recommended. Additional recommendations cover the need for improved information management, research into offender characteristics and prior victimization, development of a model treatment program, and legislation mandating registration of juvenile sex offenders. Appendixes provide listings of task force members and individuals who testified, survey questions, a proposal for a model treatment program, and 30-item annotated bibliography.
