This manual presents the purpose, methodology, questionnaire, and record layout for the 1985 census on the characteristics and administration of juvenile detention and correctional facilities operated by State and local governments throughout the 50 States and the District of Columbia.
Abstract

Facilities covered include detention centers; shelters; reception or diagnostic centers; training schools; ranches, forestry camps, and farms; and halfway houses and group homes. Survey items include facility capacity, number of full-time and part-time staff, number of admissions and discharges, average quarterly population, and expenditures by facility. Data for facility residents include age, sex, and average length of stay. The universe included all facilities operating on February 1, 1984. There were 1,040 cases and 279 variables. The methodology description includes a universe definition; the identification, updating, and size of the universe; the census period; the data collection method, period, and response rate; data limitations; and special coding.
