Abstract

Guidelines regarding the needs analysis address practices of the local criminal justice system which affect detention, information that the needs study should provide, and who should conduct the analysis. The monograph examines issues that the advisory committee must consider when it reviews the needs analysis and evaluates options such as renovation or new construction. Also covered are selecting an architect and how building design and size affect costs. Local funding sources such as bond issues or sales tax increases are identified. The report emphasizes the importance of close coordination between the planning and design group and those who operate the existing facility. Other topics discussed include operational cost estimates, building code requirements, emergency plans, and planning the move to a new facility.
