This document contains in-depth system descriptions for five sites visited during 1985 in a study to determine why programs designed to eliminate or restrict plea bargaining in driving while intoxicated cases succeeded.
Abstract
The five jurisdictions chosen for site visits were: Fort Smith, Ark.; Madison and Dane Counties, Wis.; Ventura County, Calif.; Baton Rouge, La.; and Chattanooga, Tenn. Each description begins with background information on the site, including economic and political characteristics, court system, newspapers and radio/television stations, and major highways.< Key provisions of the site's alcohol and highway safety legislation are summarized. Also described is the process by which charge reduction was eliminated or restricted. The processing of drunk drivers in each site is explained in detail. The description concludes with observations about the effects of eliminating charge reduction in that jurisdiction.
