Testimony before the U.S. Senate Subcommittee on Juvenile Justice considers whether the administrator of the Office of Juvenile Justice and Delinquency Prevention (OJJDP) has frozen funds which Congress has mandated for juvenile justice programs in fiscal year 1985.
Abstract
The subcommittee chairman and Alfred Regnery disagree over whether OJJDP had frozen funds authorized by Congress. Administrator Regnery does argue the Reagan administration's elimination of funding for OJJDP in the 1987 budget and the rescission of OJJDP budgeted funds for fiscal 1986. He maintains that the Federal deficit warrants such a cutback and that States will assume financial responsibility for programs currently receiving OJJDP funding. He further argues that States are motivated to comply with the Juvenile Justice and Delinquency Prevention Act without the enticement of OJJDP funds. The research funded by the National Institute of Justice is also considered by administrator Regnery to encompass juvenile justice research. Subcommittee members and representatives of various State juvenile justice programs argue for a continuation of the Federal, State, and local partnership in the funding and development of various juvenile justice programs. Witnesses maintain that the programs they represent will end without continued OJJDP funding. Relevant correspondence and study materials are provided.
