Perhaps the greatest issue facing corrections is the climbing incarceration rates and and serious overcrowding. The Bureau is currently 50 percent over its intended capacity, and this can be expected to increase as a result of the Comprehensive Crime Control Act and the Sentencing Commission recommendations. Despite overcrowding, the Bureau has experienced no court intervention in this area, there have been few overt management problems, and overall conditions of confinement are better than in virtually all States. The Bureau's construction program has been a trend setter, and its inmate classification initiatives have been widely copied. Automated data systems and telephone monitoring systems have provided innovative management tools; and education, training, and prison industry programs have provided benefits for inmates.
