The largest increases in funding and manpower for drug enforcement have occurred between 1981-1987. From 1985 to 1986, asset removals increased 43.8 percent and total arrests 19 percent. In addition to domestic activities, DOJ is actively engaged in strengthening international cooperation through intelligence sharing, crop eradication and substitution programs; in joint interdiction efforts; in investigation and prosecution; and through education and training. One such program, operation alliance, involves 20 Federal law enforcement agencies, their State and local counterparts, and the Mexican Government in an effort to halt the flow of drugs across the southwest border. DOJ also encourages judicious drug testing in the workplace. Such efforts, however, are not enough by themselves. Public education and a grassroots commitment to a drug-free society also are required.
