The American Bar Association recommends that policies on youth alcohol and drug problems focus on prevention, education, treatment, law reforms, and fiscal resources.
Abstract
Specific recommendations apply to illegal sale of alcohol and other drugs to minors, juvenile offender treatment, driver's license revocation, age-21 drinking laws, consent to treatment, and mandated insurance for drug and alcohol treatment. Others relate to surcharge fines and forfeiture in drug and alcohol code violations, dramshop and host liability, alcohol excise taxes, parental alcohol and drug abuse, qualified immunity for teachers reporting suspected school use or distribution of alcohol or drugs, and legal training on alcohol and drug abuse for lawyers and others who work with youth. Appendixes provide information on State legal drinking age and dram shop liability.
