The work of the National Center for the Analysis of Violent Crime (NCAVA) and the Multi-Agency Investigation Team (MAIT) facilitates interagency cooperation in the identification and investigation of serial murders.
Abstract
NCAVC's research and development program studies violent criminals, their victims, and crime scenes to develop offender profiles and determine their motivations and methods. NCAVC's training program teaches Federal, State, and local law enforcement officers as well as behavioral scientists about NCAVC's resources and techniques for analyzing violent crimes. The profiling and consultation program provides law enforcement personnel with the opinions of experts who analyze violent crimes case-by-case to construct profiles of the unknown offenders. NCAVC's Violent Criminal Apprehension Program is a nationwide clearinghouse for solved and unsolved homicides or attempts, missing persons, and unidentified bodies. MAIT is an interagency investigative team composed of representatives of agencies involved in interjurisdictional homicide investigations. A manual soon to be published will detail the management of a team. Subjects discussed in the manual include serial murder recognition, establishing a team, coordination and communication, funding, media relations, information management, operations, specialists, case inspection and review, and postinvestigation followup.
