Abstract
The hearing focuses on the Federal Drug Dependent Offenders Program operated by the Federal court system. This program provides drug abuse treatment for Federal offenders while they are serving their sentences in the community, either on probation or parole. A key part of the program is the continued monitoring of the drug dependent offenders via urinalysis to ensure they are complying with release conditions. Testimony by a Federal judge, representatives of Federal probation and parole, the program administrator, and a laboratory director supports reauthorization for the program. Recommendations for improved legislation include expansion of authority to include services for alcohol-dependent offenders, an increase in the amount authorized for fiscal year 1986 by $500,000, and elimination of predetermined limits on the amounts that may be appropriated in future fiscal years.
