A simulation was developed to provide senior British police officers with an opportunity to practice the kinds of decisions needed in the event of a serious community disorder.
Abstract
The simulation takes place in a hypothetical city. Participants, ideally eight per simulation, are issued a booklet describing the city's industry, unemployment, population, media, and layout. Participants each take turns at playing the officer in charge, while remaining participants act as observers. The exercise is played in real time and consists of a series of incidents, some of which are predetermined, some of which are triggered by the action in the simulation, and some of which may be induced by the controller or the role player. The simulation gives participants an opportunity to discuss the advantages and disadvantages of alternate strategies and tactics. The use of a rapidly executing program routine coupled with operator preparation ensures a lively interactional pace as participants attempt to prevent and control community disorder. 1 reference and 1 figure.
