The 'Home Escort' system uses a tag installed on a client's ankle and is a tamper resistant beacon that communicates with a receiver in the client's home. The receiver, powered by a standard electrical outlet, is linked to an NCR Mini Tower computer at jurisdictional headquarters via standard telephone lines and modems. Use of the system permits the offender to fulfill his sentence while still working and with minimum invasion of privacy. The costs of the system are significantly lower than traditional incarceration, and its use provides a means of alleviating prison overcrowding. In Michigan, the system has been found effective in providing both a sanction for offenders and providing control and supervision in the community.
