This paper summarizes a workshop in which representatives of 16 Asian and Pacific nations discussed issues their nations face in implementing the United Nations Standard Minimum Rules for the Administration of Juvenile Justice.
Abstract
The varying laws and juvenile justice systems in the different countries were a focus of discussion. Workshop topics included the general principles set forth in the rules, investigation and prosecution, the adjudication of juvenile delinquency, the institutional and noninstitutional treatment of juvenile delinquents, and the need for research to aid in policy formulation. Participants concluded that a gap exists between the standards and the actual practices in most nations, mainly because of resource constraints. The desirability of technical assistance to nations trying to implement the standards was also noted. Chart.
