Thus, an alternative process should be considered that would provide more effective legislative oversight of prison construction projects. Since 1980, the legislature has authorized prison additions and 12 new prisons costing more than $1.5 to build and about $750 annually to operate. However, construction has not met the timetable set by the department of corrections. Construction and operating costs are also over budget. In addition, some of the plans deviate from design standards of the American Correctional Association and do not use state-of-the-art technology for perimeter security. Moreover, the department of corrections has not yet implemented the work programs that the legislature directed it to establish at the new prisons. The current planning process does not adequately anticipate facility needs and does not present alternatives for use if projections are erroneous.
