A series of recent policy changes consolidated industry, education, and training and led to the introduction of sequential programming, resulting in inmates' improved overall literacy achievement and job skills acquisition. A sequential program might include literacy training, adult basic education, general education development, and specific vocational training, followed by preindustrial training, work experience, and actual industrial work. Under the policy, job assignments and promotions within prison industries are tied to educational achievement. Other policy changes have included the (1) introduction of a quality enhancement program for staff and inmates and (2) creation of an associate warden position with responsibility for supervising industrial, educational, recreational, and training programs at selected institutions.
