In fulfilling a statutory requirement, this report describes the first annual update of long-range planning for the New York State Division of Youth.
Abstract
The report identifies the division's major management and program issues and describes the strategies selected to address them. The first section describes the principal legislative mandates of the division, its philosophy in implementing these mandates, and the major policy goals. Mandates include the management of a statewide system of community youth services; the care, treatment, and security of youth under the division's jurisdiction; the development of alternative services for court-involved youth; and overseeing and funding the State's juvenile detention system. The report's second section projects future residential capacity needs and explains the factors bearing on this issue. The concluding section summarizes each of the division's major management and program issues and the strategic objectives for addressing them. Issues include aftercare; delinquency prevention community services; unemployment; and education, health, and facility food services. Appended material assists readers in understanding the context within which strategies were selected and describes the division's organizational structure, youth programs, and financial structure, along with an organizational and regional directory. 16 tables.
