Part 1 provides rules of general applicability to untried and convicted criminal and civil prisoners. They describe standards and procedures for registration, inmate segregation, personal hygiene, accommodation and food, clothing and bedding, exercise and sport, and medical services. Other rules deal with inmate discipline and punishment, instruments of restraint, inmate information and grievances, external communications, and inmate transfers. Also covered are selection and training of institutional staff and inspection and monitoring of facilities. Guiding principles of incarceration are delineated; their implications for treatment, classification, and inmate work, education, and social programs are discussed. Considerations in the treatment of insane and mentally abnormal inmates, civil prisoners, prisoners under arrest or awaiting trial, and persons arrested or imprisoned without charge also are covered. Procedures for implementation of these rules are appended.
