Testimony from researchers and prisoners' rights organizations examine the conditions at the Marion Penitentiary (Illinois), the highest rated security institution in the Federal prison system.
Abstract
A report based on site visits and interviews with inmates, correctional officers, and administrators review the violence at Marion that led to the imposition of lockdown conditions. The penal policies and practices currently in place are reviewed, and recommendations are made for controlling inmate violence. Additional recommendations focus on searches, access to legal materials and religious activities, and mental health services. Responses to the report are presented by the Marion Prisoners' Rights Project and the American Friends Service Committee. These further examine the effects of prison conditions on inmates, institutional violence and responses to it, and inmate services. Appendixes contain supplemental materials submitted by witnesses, materials relating to litigation arising from conditions at Marion, articles, and correspondence.
