The 1984 Field Supervision Time Study determined that each parole officer has 120 hours per month available for supervision, and that the average case requires 1.9 hours of work. Thus, an officer can supervise 63 cases. This report, by deducting 66 hours for personal and administrative time requirements from an average of 174 work hours, determines that 110 hours (5 hours daily) are available for supervision. This would allow for 2.5 hours for one intensive case, 1.5 hours for a medium case, and 1.0 hours for a minimum case; in a 22-day work month, an officer could supervise 66 cases. This calculation supports the 63.1-caseload capacity calculation. It is concluded that a critical work overload causes difficulty in providing adequate supervision, and that the frequency of serious parole violations presents a picture of a failing system. 4 tables and appendix: 5 attachments.
