This hearing before a Congressional subcommittee considered two legislative proposals, one of which would increase funding for correctional education and the other of which would remove many of the restrictions on current prison industries at the State and Federal level.
Abstract
H.R. 3684 would provide the correctional education system with needed funds amounting to up to $25 million per year over 3 years, mainly to States based on their incarcerated populations. H.R. 3362 deals with correctional industries and would set specific conditions such as the payment of a prevailing wage for such industries. Speakers included a State director of correctional education, the executive director of the American Correctional Association, the director of the Federal Bureau of Prisons, and a representative of the American Federation of Labor and Congress of Industrial Organizations.
