The serious habitual offender/drug involved (SHO/DI) program model builds on an organizational development process that attempts to provide a more systematic approach to data gathering, analysis, and program planning.
Abstract
The eight major goals of the SHO/DI program can be divided into identification processes and action-oriented tasks. The first four goals include establishing a data base on serious, chronic juvenile offenders, establishing criteria for identifying this population, developing a process for early identification, and planning specialized crime analysis functions. Additional goals include establishing linkages for the flow of information, identifying and implementing special criminal justice procedures for the target population, enlisting interagency and community support, and providing technical assistance. The SHO/DI planning and implementation process is designed to be tailored to individual jurisdictions, but organizational development is the key to program success. 3 figures.
