Developed as a response to the growing problem of serious, chronic, and violent juvenile delinquency, the program model builds on an organizational development approach within the context of a research, test, and demonstration orientation. The program's major goals include establishing a data base on SHO/DI juveniles, establishing definitions and criteria for this population, and developing procedures for early identification and specialized crime analysis. Other objectives include the establishment of interagency linkages and information flow, the building of interagency and community support, organizational development, and the provision of technical assistance for program replication. The program has been implemented in five demonstration sites in California, Florida, Virginia, and Colorado. 14 figures.
